It turns out that this is 1k2 phase modulation with a deviation of approximately 1 radian. I had never seen something like that in an Amateur satellite.
The coding is standard AX.25, and the contents of the packet (manually decoded) are:

Tanusha-3’s voice messages are now clear. Some parts are difficult to understand due to the 1k2 AFSK transmissions. Tanusha-4 is silent.

Tanusha-3 and Tanusha-4 are in sync and operational. Commanding and HK telemetry is expected from 22 Aug 2018 on.

20 June 2018
On June 20, Tanusha 3 was connected to one of the ARISS Service Module antennas and will transmit from 0730-1200 UTC on 437.05 MHz. These FM transmissions should include greetings from students in several languages, including Russian, English, Spanish and Chinese. The ARISS-Russia team planned also to retransmit these signals on the standard ARISS 2-meter downlink, 145.80 MHz using the JVC Kenwood D700 radonboardis still on-board ISS.

Two Russian satellites are planned to be activated inside the International Space Station (ISS) Russian Segment as part of a verification test from July 4-8.
Tanusha 1 and 2 are also known as Radioskaf-6 and 7(RS-6, RS-7). They are 3U CubeSat with handle. Tha handle must be use for release by cosmonaut hands. They were delivered to ISS by Progress MS-06 on 14 June, 2017.

The satellites will eventually be deployed by hand from the ISS during a Russian space walk tentatively scheduled for August 17, 2017.

The satellites Tanusha 1 and Tanusha 2, will be downlinked at 145.80 MHz. Transmissions from Tanusha 1 should begin around 18:30 UTC on July 4. Transmissions will cease on July 6 from 08:20 till 18:00 UTC to allow the satellites to be swapped out.

Tanusha 2 will then be activated beginning on July 6 around 18:00 UTC and continue until July 8 at 10:30 UTC.
The satellites will broadcast greeting messages in Russian, English, Spanish and Chinese.
